Solid Waste Management Rules 2026

1. Overview & Policy : –
• SWM Rules 2026 Guidelines: Overview of the Gazette notification, effective date (1st April 2026), and district objectives.
• Waste Segregation at Source: Guidelines for 4-way waste segregation:
• Wet Waste: Kitchen & organic waste.
• Dry Waste: Recyclable & combustible waste.
• Sanitary Waste: Diapers, sanitary napkins, etc.
• Special Care Waste: E-waste, expired medicines, bulbs, chemical containers.

2. Bulk Waste Generators (BWG) Portal : –
• Online Registration: https://swm.cpcb.gov.in/ mandatory registration for bulk generators (hotels, housing societies, institutions, commercial complexes >5,000 Sq. m or producing >100 kg/day).
• EBWGR Certificates: Application & issuance of Extended Bulk Waste Generator Responsibility certificates.
• Annual Returns Filing: Portal for BWGs to submit annual waste management returns by June 30 every year.

3. Facility Operators & Recyclers : –
• Operator Registration: Online authorization for waste processing operators and waste pickers/aggregators.
• Return Filing (Form-III): Quarterly and annual reporting portal for MRF, WTE, and composting operators.
• Organic Compost Marketplace: Availability and pricing details of organic compost produced at district facilities.

4. Compliance, Fees & Penalties : –
• Local By-Laws & User Fees: Tariff structure for waste collection user fees notified by local bodies.
• Environmental Compensation: Rules regarding fines for non-segregation, illegal dumping, or burning of waste.
• Public Audit Reports: Annual environmental audit reports of landfills and processing sites.
